@Jim, If you are buying at a dealer the late fall is a good time if you are just looking for a bargain. A dealer may not have the room to keep inventory all winter.
For retailers it’s after they have announced their new spring line-up. If they are changing a model or two they will clearance off the older model. With Sears in particular any price that ends in .88 is on clearance.
The biggest problem with off season sales is lawn equipment does not use model years like autos so there are no year end closeouts. A specific model may continue from year to year for many years.
Again in the case of sears you can get your best deals by watching . If you put in your zip code you can see deals in your area.
